What Is the Petrol Relief Scheme 2026?
The Prime Minister's Special Petrol Relief Scheme gives eligible citizens a discount of Rs100 per litre on petrol. It is aimed at everyday users of low-capacity vehicles, such as motorcyclists and rickshaw drivers, who feel fuel price increases the most.
Registration and verification run through an automated digital system built by the Ministry of Information Technology together with NADRA, telecom operators and provincial departments. Instead of filling in paper forms or queuing at an office, applicants register by SMS from their own phone.
The process has two SMS steps. First you send a REG message to 9771 to register your CNIC and vehicle. Once registration is confirmed, you send TOK to 9771 each time before you go to a petrol pump, and you receive a token number to show at the station.
Authorities have also directed that the registration SMS service be made free of charge, and public representatives and volunteers have been asked to help people who struggle to complete registration on their own.

Requirements checklist
- A valid 13-digit CNIC.

How to Apply via 9771 SMS (Step by Step)
Enter your CNIC
Enter your 13-digit CNIC number. The generator removes dashes and spaces for you.
Enter vehicle details
Enter the registered vehicle number and select the province or territory where the vehicle is registered.
Select registration date
Choose the vehicle registration date. It is converted into the DDMMYYYY format automatically.
Generate and send the REG SMS
Generate the SMS and open your SMS app addressed to 9771. Check the message and press Send from the SIM registered in your name.
Wait for the confirmation SMS
When registration succeeds you receive a confirmation message on your phone. Do not send TOK before this arrives.
Send TOK before visiting the pump
Right before you go to the petrol station, send TOK to 9771. You will receive a unique token number by SMS.
Show the token and refuel
Show the token SMS to the petrol station staff to receive discounted petrol. A confirmation message is sent after the transaction is completed.
The REG SMS Format Explained
The registration message has five parts separated by single spaces. A mistake in any part, such as a wrong digit in the CNIC or a different date format, can cause registration to fail.

Common Problems and How to Fix Them
Officials have warned that incorrect SIM information or inaccurate vehicle details will prevent successful registration. Here are the most common causes of failure.
My registration did not go through
Check that the CNIC has 13 digits, the plate matches your documents exactly, the province code is the registering province, and the date is in DDMMYYYY order. Fix any mistake and send a fresh REG message.
The SIM is not in my name
The SIM used for registration must be registered in your own name and linked to your CNIC. If it is registered to a family member, use a SIM that is registered to you, or ask your mobile operator how to transfer or verify the SIM.
The vehicle is registered in someone else's name
Ownership is verified against provincial transport and excise records, so the vehicle must be in the applicant's name. If the vehicle was bought recently, complete the ownership transfer with the excise department first.
I did not get a reply from 9771
Make sure you have network coverage and balance or a working SMS package, confirm the message was sent to 9771 and wait a few minutes before retrying. Avoid sending the same message repeatedly in quick succession.
My phone's SMS app does not open
Use the Copy SMS button, open your messaging app manually, paste the text and send it to 9771. On some desktop browsers the sms: link does not work, so use a phone.
The petrol station says it does not know the scheme
During the early rollout some users reported that stations were not yet ready. Make sure you sent TOK just before arriving and show the token SMS to the staff. If the problem continues, try another station and check for the latest official announcements.
Protect Yourself from Scams
- Registration is done only by SMS to the official code 9771. Be suspicious of any other number.
- Do not pay any agent, "registration fee" or "processing charge". The SMS service has been directed to be free.
- Never share your CNIC, OTP codes or SIM details through WhatsApp links or unknown websites.
